In a 15-page decision released Tuesday, Associate D.C. Superior Court Judge Judith E. Retchin agreed with The Board of Elections and Ethics conclusion that "the proposed referendum would violate the District of Columbia Human Rights Act".
Bishop Harry Jackson Jr. and supporters would need 21,000 registered voters signatures, and to stop legislation to prepare their referendum. Referendum supporters have requested Retchin for a court injunction to put the law on hold and allow more time to coordinate the referendum. Which was denied.
The law requires petition signatures and other referendum material between the time the mayor signs a city law passed by the Council and completion of Congress's review of the law, which takes 30 legislative days.
With Same Sex Recognition, unless Congress intervenes the law would take effect July 7th
